Brooks Landgraf \nState Representative Brooks Landgraf proudly serves his fellow West Texans across Andrews\, Ector\, Ward and Winkler counties in the Texas House of Representatives. Representative Landgraf is chairman of the House Environmental Regulation Committee\, and serves as a member of the House Transportation Committee\, the House Redistricting Committee\, and the House Administration Committee. \nLandgraf is a native son of Odessa. His family has been ranching in West Texas for five generations\, and Brooks is active in managing the family’s business and ranching operations. Brooks is also an experienced business attorney who has worked in the oil and gas and healthcare industries. \nBrooks has served the people of District 81 in the Texas House of Representatives since 2015. He quickly became known for his commitment to West Texas\, his strong work ethic and his fierce advocacy for practical\, conservative solutions. Brooks has fought to improve highways and schools in West Texas while also working to repeal burdensome regulations that harm the Permian Basin’s oil and gas industry. \nGovernor Greg Abbott has praised Brooks for his “tireless efforts” in the Texas Legislature\, calling him “a proven conservative leader and a strong voice for the people of West Texas.” \nA Permian High School alum\, Brooks graduated from Texas A&M University\, where he received U.S. Army training in the Corps of Cadets. Landgraf then earned his law degree from the St. Mary’s School of Law in San Antonio\, where he also served as the editor-in-chief of the law review. \nBrooks is a proud Eagle Scout and is dedicated to serving the state and community that have given him so many opportunities. Following law school\, Brooks immediately returned home to West Texas and represented energy producers and other local businesses while working in private practice. Brooks was named volunteer of the year by Legal Aid for his pro bono efforts. In 2017\, Brooks was named to the inaugural class of “Odessa Under 40” by the Young Professionals of Odessa. \nBrooks and his wife\, Shelby\, whose family is from Andrews\, have one daughter\, Hollis Rose\, and are proud to call West Texas their home. They enjoy volunteering together for local charities\, and the family loves spending time together working on the family cattle ranch. They attend church at St. Elizabeth Ann Seton in Odessa.

Jodey Arrington \nJodey Arrington was raised in Plainview\, Texas\, the son of a tractor salesman and a schoolteacher. Jodey graduated from Texas Tech and his passion of public service took him to Austin\, Texas where he worked for Governor George W. Bush. He was then tapped by President Bush to join the White House as a senior advisor before being appointed as Chief of Staff to the Federal Deposit Insurance Corporation. In 2007\, he returned to West Texas where he was Vice Chancellor of the Texas Tech University System before taking the helm as President of a healthcare innovation company in Lubbock. \nIn January of 2017\, Jodey became only the fifth person to represent Texas’ 19th Congressional District since its formation in 1935. Starting his 3rd term in Congress\, he continues to be an outspoken advocate for reining in the federal government\, promoting agriculture and energy\, strengthening national security\, and respecting the Constitution while serving the largest agriculture and energy district in the United States. \nIn his first term\, Jodey served as a member of the Agriculture\, Budget\, and Veterans’ Affairs committees. He chaired the Veterans Affairs Subcommittee on Education and Workforce Training. He was also appointed by Speaker Paul Ryan as the only freshman member to serve on the bicameral\, bipartisan Joint Select Committee on Budget and Appropriations Reform. As a freshman\, Jodey played a pivotal role in restoring cotton to the Farm Bill safety net\, providing historic tax reform and regulatory relief\, and making the largest investment in our military in over a decade. \nSince 2019\, Jodey has served on the most powerful committee in Congress—the Committee on Ways and Means. Dating back to 1789\, Ways and Means has the broadest legislative jurisdiction including tax\, trade\, healthcare\, social security\, and welfare. As a member on the Committee\, prioritizing rural America’s most critical issues—agriculture\, energy\, and healthcare—will remain his driving force. Jodey serves on the Subcommittees on Select Revenue Measures (tax)\, Trade\, and Social Security. \nHe further serves the food\, fuel\, and fiber capital of the world by working as Co-Chairman of the Rural Health Care Task Force\, leads a bipartisan congressional delegation on fixing the national debt and reforming the federal budget process\, and co-chairs the Congressional Term Limits Caucus. In addition\, he was appointed to serve a second term as Deputy Chair of the National Republican Congressional Committee. \nIn 2021\, he was appointed to the U.S. Congress’ Joint Economic Committee (JEC) by House Republican Leader Kevin McCarthy. The JEC is a bicameral Congressional Committee tasked with reviewing economic conditions and recommending improvements in economic policy. \nHe is grateful to serve and is especially thankful for the tremendous sacrifice and support of his wife\, Anne\, and their three children.

DESCRIPTION:March Luncheon \nNGSPB hosts Texas Railroad Commision Chairman\, Wayne Christian \n\nDate: Tuesday\, March 15th\nTime: 11:30am – 1:00pm\nLocation: Ranchland Hills Golf Club\nSpeaker: Texas Railroad Commision Chairman\, Wayne Christian\nCost: $35 members and $40 for guests (credit cards and cash accepted)\nRSVP to info@ngspb.com or through the website https://ngspb.com/events/\n\nTexas Railroad Commission Chairman Wayne Christian Bio: \n“A lifelong conservative businessman\, Wayne Christian was elected as our 50th Texas Railroad Commissioner in November 2016. \nSince taking office\, Commissioner Christian has been appointed by Governor Greg Abbott to the Interstate Oil and Gas Compact Commission (IOGCC) as the Official Representative of Texas. The IOGCC is one of the oldest and largest interstate compacts in the nation\, formed over 80 years ago when several states joined together to resolve common issues in the industry without federal intervention. \nChristian graduated from high school as valedictorian and went on to graduate from Stephen F. Austin State University with a B.B.A. in General Business in 1973. After college\, Christian found success in the music industry with his country/gospel band\, the Mercy River Boys and went on to be finalist for a Grammy Award in 1979. \nIn 1987\, after gaining valuable experience in business\, banking and real estate\, Wayne Christian opened a financial services business – he is a three time AIG top advisor nationwide. \nIn 1996\, Christian was elected to the House of Representatives as the first Republican elected from Deep East Texas since Reconstruction after the Civil War. During his time in the House\, Christian was a leader for the conservative renaissance in the State of Texas and successfully assisted in the fight to elect a Republican majority in the Texas Legislature. \nChristian served as Vice-Chair of Regulated Industries and as a multi-term member of the Energy Resource Committee. On these committees\, he had direct oversight of the Railroad Commission and accumulated a strong record of standing for free markets and against burdensome regulations. \nChristian will continue to fight to ensure the public is protected from bad actors and that all decisions are consistent and predictable to give a sense of certainty to the thousands of business owners and operators who regularly deal with the Railroad Commission. All regulations should be based on sound science and not speculation.”

As such\, he understands the important relationship the energy industry has with the state and its ability to revitalize and rejuvenate the economy. \nHe was elected to the Railroad Commission in November 2020. Wright is no stranger to the energy industry; his first job was at a hazardous waste facility when he was 19. It was there that he began building his understanding and knowledge of the energy sector. Since then\, he has successfully used his hands-on experience to create a group of environmental services companies that service the energy industry. \nAs a commissioner\, Wright is committed to fighting for fair standards to allow compliant companies to keep operating and growing the economy\, while cracking down on those who skirt the law. He understands that the Commission must evolve\, and believes that can be done by bringing more people to the table\, including stakeholders and the public to fully inform the Commission. This will ensure consistent regulation of the energy sector\, improved transparency\, and stronger ethics standards. \nWright is a Texan through and through. He was in the national finals of the National High School Rodeo Association (NHSRA) when he attended Calallen High School in Corpus Christi. He rode bulls competitively for more than 20 years and was a member of the Professional Rodeo Cowboy Association (PRCA). He believes in public service and giving back to the community. He has served on the board for CASA (Court Appointed Special Advocates) of the Coastal Bend and the Robstown Area Development Commission. \nA devout Christian\, Wright attends many of Texas’ Cowboy Churches\, where his son\, Luke\, is a well-known speaker. John and his wife\, Lisa\, served as Co-Chairs of the Seeds of Hope Charitable Trust\, a trust formed by the Archdiocese of Denver to assist low-income families with the cost of Catholic grade school tuition.  John also served on the Regis Jesuit High School Board of Trustees and Colorado’s Governor Bill Owens’s Ethics Committee for eight years. Landgraf then earned his law degree from the St. Mary’s School of Law in San Antonio\, where he also served as the editor-in-chief of the law review. \nBrooks is a proud Eagle Scout and is dedicated to serving the state and community that have given him so many opportunities. Following law school\, Brooks immediately returned home to West Texas and represented energy producers and other local businesses while working in private practice. Brooks was named volunteer of the year by Legal Aid for his pro bono efforts. In 2017\, Brooks was named to the inaugural class of “Odessa Under 40” by the Young Professionals of Odessa. \nBrooks and his wife\, Shelby\, whose family is from Andrews\, have one daughter\, Hollis Rose\, and are proud to call West Texas their home. They enjoy volunteering together for local charities\, and the family loves spending time together working on the family cattle ranch. They attend church at St. Elizabeth Ann Seton in Odessa.

He is recognized for his expertise in the economic and physical operations aspects of midstream and petrochemical industries. Prior to founding Petral Consulting Company in 1988\, he worked for three well known industry consulting firms. In the early phase of his consulting career\, he developed expertise in market analysis\, evaluation of economic interrelationships\, price forecasting\, and dynamics of petroleum products\, feedstocks and petrochemical markets. \nWith the founding of Petral Consulting Company in 1988\, Mr. Lippe began providing his consulting expertise under his own flag. In the 30 plus years\, he has provided ongoing consulting services to a diverse group of Fortune 500 companies and financial service firms. \nIn 2003\, he developed the first comprehensive educational seminar for people who move into positions in midstream departments. A few years later\, he added a companion seminar for basic olefins markets. He now provides these seminars upon request for individual clients.\nIn 2005\, Oil and Gas Journal invited Dan to author two ongoing series of articles. One series focuses on trends and developments in midstream. The other series focuses on trends and developments in the petrochemical industry. In addition to writing more than 50 articles for Oil and Gas Journal\, Dan is routinely quoted in various industry publications.\nEducation \nMr. Lippe holds a Bachelor of Science Degree in Chemical Engineering from Texas A&M University (1974) and a Masters of Business Administration from Houston Baptist University (1979). \nSharon Beemer – Bio \nWith more than 20 years of experience in the energy industry\, Sharon began her career with The Williams Companies as a project engineer\, moving through various increasing roles of responsibility with both Sun Oil\, and Delhi Gas Pipeline. She joined DCP Midstream in 1999 through their acquisition of UPFuels. \nSharon’s most recent role was as Vice President Commercial & Logistics for DCP Midstream in Houston\, Texas.  She held responsibilities for overseeing the Logistics and Commercial activities associated with the NGL Regulated Pipeline assets\, including the Houston Control Center. Previously\, Sharon was Vice President of NGL Marketing and Fractionation\, and Vice President of DCP’s Commercial Gathering Processing Assets for DCP Midstream. \nSharon is currently serving as an Outside Board Rep at the Outreach Center of West Houston through her affiliation with the Houston Junior League.  She has served as a board member on various industry organizations\, PERC\, PFAA\, and SWE \nSharon earned a Bachelor of Science in Petroleum Engineering and an MBA from the University of Tulsa. \nSuzie Boyd – Bio \nSuzie Boyd is the founder and President of Caballo Loco Midstream\, located in Midland\, Texas. Suzie’s background and wide range of industry contacts creates unique opportunities for her to capture benefits for her clients. Throughout her 35 year career in the Oil Patch\, Suzie has experience in Reservoir Engineering\, Asset Acquisitions and Divestitures\, Gas Gathering and Processing\, NGL Transportation and Fractionation\, and Crude\, Gas and NGL Marketing. Her experience includes time spent with Mobil Oil\, Duke Energy Field Services\, Enterprise Products\, Crosstex Energy and Texon. \nSuzie is highly experienced in gas contracting and negotiating. She has managed a large portfolio of gathering and processing assets\, leading teams to accomplish major expansions through acquisitions and joint ventures. Suzie was instrumental in the development of a grass root gas plant and NGL rail terminal in the Permian Basin. \nSuzie is a 2-time past President of the Natural Gas Society of the Permian Basin\, a past Director of the Petrochemical Feedstock Association of America\, Past Director of the Permian Basin Petroleum Association\, Past President of the MagPegasus Federal Credit Union and active in the Gas Processors Association and New Mexico Oil and Gas Association. \nMike Banschbach – Bio \nMichael Banschbach attended Colorado School of Mines\, graduating in 1980 with a BS Degree in Chemical Engineering.  He worked for ARCO for 20 years as a gas processing engineer\, purchaser of third-party gas for ARCO’s plants\, and seller of ARCO’s gas to third-party processors.  For the last 20 years\, he has represented independent oil and gas producers\, negotiating gas gathering and processing contracts for new and existing wells\, marketing crude oil\, residue gas and NGLs. He is on the board of directors for Mexico Energy and Texas Alliance for Life and is active in the prison apostolate.
